2023–2027 Development Plans… Parliament Engages NRA

The Director of Research and Planning at the National Revenue Authority (NRA), Mr. Philip Kargbo has lately been outlining how the Authority’s 2023-2027 Strategic Plan and Medium-Term Revenue Strategy (MTRS) align with the goals of the Medium Term National Development Plans.
He made the presentation lately during an engagement with the Parliamentary committee on Planning and Economic Development, chaired by Hon. Fofanahto evaluate the institution’s alignment with Sierra Leone’s Medium-Term National Development Plan (MTNDP) 2023-2027.

Key highlights from the presentation included the NRA’s focus on digital transformation, improved tax policy participation, and enhanced revenue mobilization mechanisms. These initiatives aim to maximize government revenue while promoting transparency and reducing corruption.
Under Enabler 1 of the MTNDP, which focuses on the efficient management of natural resources, the NRA has aligned its objectives to increase revenue from the mining sector. Mr. Philip pointed out that recent updates to the Finance Act have expanded taxation policies to more comprehensively cover the extractive industries.
Regarding public financial management (Enabler 2), the NRA shared how its research and analytics units are generating evidence-based insights to support tax reforms and compliance strategies. The Authority also collaborates with the Ministry of Finance in drafting and implementing Finance Acts.
After the presentation, Hon. Fofanah emphasized that although the Committee is not the NRA’s primary oversight body; it is tasked with understanding how various government institutions contribute to national development priorities. “We are not here to go through your projects word for word,” he stated
Furthermore, Committee members commended the NRA’s efforts and stressed the need for continued collaboration to ensure all public institutions effectively contribute to the national development agenda.
Hon, Fofanah concluded the session by encouraging the NRA to maintain transparency and innovation. “Progress comes with challenges,” he said. “But through open dialogue and strategic alignment, we can achieve the goals of our national development plan.”
