SALHOC, Groupe Banga Sign Landmark MoU

…To Tackle Sierra Leone’s Housing Deficit

Freetown, Sierra Leone – Wednesday 23rd July 2025

In a bold step toward resolving Sierra Leone’s housing challenges, the Sierra Leone Housing Corporation (SALHOC), led by the General Manager Mr. Joseph Munda Sandi, has signed a strategic Memorandum of Understanding (MoU) with Groupe Banga, a Pan-African real estate and infrastructure development firm.

The partnership is designed to fast-track the delivery of 5,000 housing units under a pilot phase and lays the foundation for broader collaboration aimed at addressing the country’s urgent housing needs.

Ahead of the signing, Groupe Banga—represented by its Vice President, Mr. Sow Taguiyoulaye dit Yero, on behalf of the CEO, paid a courtesy visit on Tuesday to the Minister of Lands, Housing, and Country Planning, Dr. Turad Senesie, and to the Chief Minister, Dr. David Moinina Sengeh. Both senior government officials welcomed the initiative and offered their full support, describing the move as timely and aligned with national development goals.

Under the Government of Sierra Leone’s Medium-Term National Development Plan 2023–2028, the General Manager of SALHOC, Mr. Joseph Munda Sandi emphasized the importance of the MoU as a milestone in strengthening public-private collaboration in the housing sector. “I sincerely appreciate this huge partnership. It is a major step toward achieving our national development targets and improving the lives of ordinary Sierra Leoneans. I will be formally presenting this MoU to the Minister of Lands, Housing and Country Planning, and the Permanent Secretary, to ensure full institutional backing for the implementation phase,” he stated.

The MoU establishes a framework for cooperation between SALHOC and Groupe Banga in the following key areas: Provision of land by SALHOC with clear and undisputed legal title. Regulatory facilitation and administrative support for permits and approvals. 100% financing of the project to be mobilized by Groupe Banga. Turnkey construction and delivery of high-quality, affordable housing units. Partnerships with local financial institutions to support homeownership.

Representing Groupe Banga, Mr. Sow Taguiyoulaye dit Yero expressed the company’s readiness to deliver transformative housing solutions tailored to Sierra Leone’s needs. “We are honored to partner with SALHOC and the Government of Sierra Leone. The MoU is valid for one year and will pave the way for a detailed Concession Contract, which will spell out profit-sharing models, implementation timelines, and specific performance indicators. It includes provisions for dispute resolution, confidentiality, and force majeure, with a clause for termination if project activities do not begin within six months.

This landmark agreement is a major boost to the Government’s housing agenda and a reaffirmation of SALHOC’s role in driving national development through strategic partnerships.
