NPPA AND ISCEA SIGN STRATEGIC MOU TO EXPAND GLOBAL CERTIFICATION IN SIERRA LEONE

Freetown, 25th February 2026 — The National Public Procurement Authority (NPPA) has formally entered into a five-year Memorandum of Understanding (MOU) with the International Supply Chain Education Alliance (ISCEA) to expand access to internationally recognized supply chain and procurement certification programmes in Sierra Leone.
 
The agreement, which took effect on 15 January 2026, establishes a structured framework for Sierra Leonean professionals in both the public and private sectors to benefit from ISCEA’s globally accredited training and certification platform, supported by the ISCEA Global Fund.
Headquartered in Beachwood, Ohio, USA, ISCEA is a globally respected body in supply chain education and professional certification. It develops internationally recognized programmes such as the Certified Supply Chain Analyst (CSCA), Certified Professional in Supply Management (CPSM), and Certified Healthcare Supply Chain Analyst (CHSCA). Through this partnership, eligible participants in Sierra Leone will gain access to ISCEA’s online, on-demand learning platform, enabling flexible study and participation in digital certification examinations. Where necessary, structured in-person sessions may be organized to enhance learning outcomes.
A central feature of the MOU is its inclusive funding framework, designed to promote equitable access and ensure that deserving candidates across the country can participate. The model allows for both fully and partially funded placements, using a structured approach that broadens national impact and strengthens professional capacity in procurement and supply chain management.
Under the terms of the agreement, NPPA will serve as ISCEA’s regional partner in Sierra Leone. The Authority is responsible for promoting the certification programmes, coordinating participation among eligible professionals, and ensuring that all communications and branding align with ISCEA’s standards. The partnership is non-exclusive and governed by the laws of the State of Ohio. The MOU also clarifies that NPPA operates as an independent partner and is not authorized to bind ISCEA in agreements with third parties.
Established under the Public Procurement Act, 2016, NPPA is mandated to regulate public procurement, formulate policy, and build institutional capacity across procuring entities nationwide. This collaboration directly advances its mandate to professionalize the procurement function, strengthen technical competence, and align Sierra Leone’s procurement systems with international best practices.
The MOU will remain valid for five years, with provisions for renewal or termination by mutual written agreement. Through this strategic international partnership, NPPA continues to demonstrate its commitment to building a competent, transparent, and globally competitive procurement and supply chain environment that supports national development objectives.
