The Ministry of Finance in collaboration with the Ministry of Planning and Economic Development wishes to inform the General Public thatthe FY2026Budget PreparationProcess will commence as follows:
• National Policy Hearings on Thursday, 11th September 2025, at 9:00 a.m. at the Freetown International Conference Centre, Aberdeen.The Theme for FY2026 Policy Hearing is:“Enhancing Traditional, whilst Introducing Innovative Domestic Revenue Mobilization Strategies to Finance The Big Five Game Changers.” The Policy Hearing is the curtain raiser for the commencement of the budget preparation process. It allows Ministries, Departments, Agencies (MDAs) and Local Councils to discuss and review sectoral policies as contained in the Medium-Term National Development Plan. Only Ministers, Deputy Ministers, Professional Heads, Vote Controllers and two Budget Committee Members should attend.
• Bilateral Budget Discussions for all Ministries, Departments and Agencies (MDAs) from 18th to 27thSeptember 2025,8:30 amto 5:00 pmdaily, at the Ministry of Finance Conference Rooms.The FY 2026Bilateral Budget Discussions will enable stakeholders to discuss and agree on policies that will guide revenue generation and resource allocation to various MDAs.
MDAs are therefore advised to provide a detailed Strategic plan with achievable programmes to support key Government priority areas and the National Development Plan. MDAs are also required to come along with details analysis of all ongoing projects (Actual project costs, amount disbursed to date and balance on project cost)
All Vote Controllers are encouraged to submit 60 copies of their Strategic Plan and budget proposals to the Budget Bureau, Ministry of Finance,and detail analysis of ongoing projects to the Ministry of Planning and Economic Development two (2) days before their scheduled date. All presentations should be done using Microsoft PowerPoint.
Representatives of the Development Partners, Non-Governmental Organisations, District Budget Oversight Committees (DBOCs) and Governance/Accountability Civil Society Organisations/Non-State Actors arealso invited to participate in these consultative meetings.
