Terms of Reference


A. INTRODUCTION


The Ministry of the Environment and Climate Change (MoECC) received funding through UNDP to implement a 6-years GEF funded “Sustainable and Integrated Landscape Management of the Western Area Peninsula Project”. The Ministry of the Environment and Climate Change (MoECC)n in collaboration with United Nations Development Programme is implementing the Sustainable and Integrated Landscape Management of the Western Area Peninsula Project (WAP) funded by Global Environmental Facility (GEF) aiming at strengthen conditions for the sustainable and integrated management of multiple-use landscapes (piloted in the WAP landscape) to protect globally significant biodiversity, safeguard ecosystem services generating local and national socio-economic benefits, and advance towards land degradation neutrality.
The Six-year project (2023-2028) is implemented in the Western Area Peninsula National Forest Protected Area. The Western Area Peninsula (WAP) is located in the extreme west of Sierra Leone It is a multiple-use landscape (69,820 ha) dominated by moist closed forest occupying a narrow chain of hills (highest point 900m) surrounded by a thin coastal strip that lines the peninsula to the north, west and south. Forming part of the Upper Guinean Forests of West Africa Biodiversity Hotspot, the landscape includes two Key Biodiversity Areas (KBAs). The first is the Western Area Peninsula Forest National Park (WAPNP). The rest of the area is occupied by mangrove forest which is largely located at the northeast of the peninsula but also in isolated patches along the western coastal stretch of about 200km, the Banana Islands, and Bureh Town forests of the peninsula. The mangroves at the northeast of the peninsula are part of the Sierra Leone River Estuary (SLRE), which is an internationally recognized KBA and Ramsar site. The WAPNP hosts 80-90% of Sierra Leone’s terrestrial biodiversity, and the forested surface of the WAP acts as the main water tower for the country’s capital Freetown. The SLRE is the site of the world’s third largest natural harbor, and its wetlands comprise 19% of the country’s mangrove forests.


The project focuses on three thematic components;
Component 1: Systemic and Institutional Capacity for ILM
Component 2: Demonstration of ILM implementation on the ground
Component 3: Innovative Financing
Component 4: Gender Mainstreaming, Knowledge Management and M&E


B. SCOPE


The project seeks to recruit both International and National consultants to undertake policy/Acts review of the Natural Resources Management (NRM) policies that do not integrate Sustainable Land Management SLM/ILM adequately by identifying conflicting and outdated policies/acts in the key NRM sector and identify barriers in gender, inclusive conservation, rights-based perspectivefor improvement and strengthening. Also, document best practices and develop policy brief based on the identified barriers in gender, right-based perspectives, and policy gaps in NRM and link it to international and regional best practices.
The scope will also include assessing the existing key NRM sectorial policies and practices and identify areas of synergy and policy gaps within NRM sector.

OBJECTIVE OF THE ASSIGMENT


To review NRM sectorial policies by identify barriers in gender, inclusive conservation, rights-based approaches and policy gaps in the NRM sector. Specifically, the consultants should: conflictingand areas of synergypolicis and Laws.


• Identify and analyseNRM sectorial policies, strategies and legislations byidentifying conflicting policies, gaps and area of synergyin NRM sectorial policy,
• Identify barriers in gender, inclusive conservation, right-based perspectives, and policy gaps in NRM sector.
• Make a consultation with relevant stakeholders and institutions to obtain their views for policy analysis.
• Document best practices on gender issues, right-based, Inclusive Conservation, and linkage to international and regional best practices
• In collaboration with WAP/MoECC, organize a one-day stakeholder meeting or workshop to share and validate the consultancy findings.
• Compile comprehensive reports summarizing the methodology, findings, and recommendations, including lessons learned, maps, graphs, and key insights for stakeholders.


C. Deliverables


• The consultants should submit an inception report before the commencement of the assignment that shows the consultant’s understanding of the Terms of Reference and the assignment requirements (Note: avoid copy pasting the ToR contents) and presentations of the methodological approach during the inception meeting.
• The consultants will submit the first draft report for review before finalizing the work for printing.
• The final report will be reviewed electronically by WAP/MoECC before final submission.

D. Payment terms/schedule:


The rate per day will be subject to the consultant’s qualifications and experience. The costs for internal movement will be covered by WAP during the consultant’s field work. The payment will be in three installments:
 1st Installment 30% paid after presentation and approval of the Inception report and Work plan;
 2nd Installment 40% paid upon submission of the draft acceptable report.
 3rd Installment 30% paid upon submission of the final acceptable report
E. Qualifications and Experience:
• Must have a higher University degree (MSc and or Ph.D.) in social science, natural resource management, anthropology, socioeconomics or rural development, Monitoring, and Evaluation.
• Five to ten years working experience in the area of the assignment
• Previous experience demonstrating similar work with either UN or Government is required
