NaCSA Hosts TRC Meeting on the GPCYE Project with Key Partners and Stakeholders

The National Commission for Social Action (NaCSA) on Monday 8th September, 2025 held a Technical Review Committee (TRC) meeting at its Headquarters, Second Floor Conference Room. The meeting focused on the Pro-Poor Growth for Peace Consolidation and Youth Empowerment (GPCYE) Project sponsored by KfW Development Bank, bringing together NaCSA leadership, staffs, and critical development partners to review progress, deliberate on challenges, and strengthen strategies for impactful delivery.

The meeting was formally called to order by Dr. Susan Robert, Senior Director of Program Development and Quality Assurance. This was followed by prayers offered in both leading religions in Sierra Leone, reflecting inclusivity and unity. Participants then introduced themselves, setting the tone for a collaborative session.

Among the distinguished attendees was the host, NaCSA Commissioner, who also serves as the representative of His Excellency, President Dr. Julius Maada Bio. In his opening statement, the Commissioner- Ambassador Ernest Mbaimba Ndomahina reaffirmed government’s commitment to empowering communities, building resilience, and creating sustainable youth employment opportunities in line with the President’s “Big Five Game Changers” agenda.

The meeting was attended by NaCSA District Coordinators (DCs), Regional Coordinators (RCs), engineers, and project focal staffs from across all implementing sites. Strategic government institutions and partners were also represented, including the Anti-Corruption Commission (ACC), German Agency for International Cooperation (GIZ) Ministry of Works and Public Assets (MWPA), Sierra Leone Roads Authority (SLRA), Ministry of Youth Affairs (MoYA), Road Maintenance Fund Administration (RMFA), and the Ministry of Agriculture and Forestry (MAFs).

Local governance representation came from the Chairmen of Kono, Kambia, and Moyamba District Councils, along with the Chairperson of Bonthe District Council, who made strong contributions during the deliberations. Statements were also delivered by representatives from the MDAs and partner institutions, underscoring their shared commitment to the success of the GPCYE project.

A key highlight of the meeting was the presentation of the District Annual Framework (DAF) by Mr Salifu Mansaray, the Programme Manager for the GPCYE Project. The presentation provided updates on project milestones, financial commitments, and technical progress. This was followed by robust discussions among participants, after which the DAF was formally reviewed, approved, and recommendations were made for improved implementation going forward. The approved DAFs will now be submitted to KfW for No-Objection, after which tendering processes will commence to pave the way for the start of implementation.

In closing, the meeting reaffirmed NaCSA’s role as a driver of inclusive development and a trusted partner in implementing projects that transform lives. The collaborative spirit demonstrated by all stakeholders was hailed as a clear indication of the collective resolve to deliver lasting impact for the people of Sierra Leone.
