⦁ The Government of Sierra Leone has received financing from the World Bank toward the cost of the West Africa System Resilience Project (FSRP-2) and intends to apply part of the proceeds toward payments under the contract for Procurement for the Construction of Modern Fertilizer Laboratory and Office Spaces for National Fertilizer Regulatory Agency at Njala University, Moyamba – Mokonday Campus Under Ministry of Agriculture and Food Security in Sierra Leone
⦁ The Ministry of Agriculture and Food Security through West Africa Food System Resilience Project, acting as implementing agency, now invites sealed Bids from qualified Bidders for the construction of the above-mentioned works. The contract shall cover a period of Nine (9) calendar months (excluding the defects liability period of 6 months) and the specific works to be performed shall include the underlisted:

⦁ Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “⦁ Procurement Regulations for IPF Borrowers published July 2016 Revised November 2017, August 2018, November 2020 and September, 2023 (“Procurement Regulations”).
⦁ Qualified Bidders may obtain further information from the Project Management Unit (PMU), West Africa Food Systems Resilience Project (FSRP-2) at 14 Pipe Line Drive, Off Wilkinson Road, Freetown, Sierra Leoneand inspect the bidding document during office hours of 0900 to 1700 hours Sierra Leone timeat the address given below.
⦁ The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Three Thousand New Leones (NLE 3,000) or its equivalent in a freely convertible currency acceptable to the Employer. The method of payment will be electronic bank transfer (No Cash or Cheque payment would be accepted). The document will be sent to interested Bidders by email upon application and payment for Bidding Document . The Bank account details for electronic payment are:

⦁ Bids must be delivered to the address below on or before 1400 hours Sierra Leone time on 1st April 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below located on the 14 Pipeline Drive, Off Wilkinson Road, Freetown, Sierra Leone at 1400 hours Sierra Leone time on 1st April 2025.
All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
⦁ All Bids must be accompanied by Bid Security in the amount of Three Hundred and Eight-Four Thousand Eight Hundred and Eighty New Leones (NLE 384,880) or its equivalent amount in a freely convertible currency acceptable to the Employer. The Bid Security shall be denominated in the currency of the Bid.
⦁ Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
