PUBLIC-PRIVATE PARTNERSHIP FOR THE MANAGEMENT OF RADIOLOGY UNITS AT TWO HOSPITALS IN KENEMA AND WESTERN AREA URBAN DISTRICTS, SIERRA LEONE
The Ministry of Health of the Republic of Sierra Leone invites qualified and experienced private sector entities to express interest in partnering with the Government through a Public-Private Partnership (PPP) arrangement for the operation and management of newly installed GE CT Scanner Units (128 slice and 64 Slice respectively) and ultrasound machines (Logic E10) at two public secondary and tertiary hospitals in Kenema and Western Area Urban districtsin Sierra leone.
Background:
As part of ongoing health sector transformation efforts under the MedEd Imaging Initiative, the Ministry of Health, with support from development partners, has procured and is installing state-of-the-art GE CT scanners and ultrasound machines at two key public hospitals in Kenema and Western Urban Area districts. These efforts aim to strengthen diagnostic imaging services, research, teaching capacity and improve access to advanced medical care for Sierra Loenen. To ensure sustainability, efficiency, and high-quality service delivery, the Ministry seeks to engage a competent private partner to manage the day-to-day operations of these units for a period of 2 – 5 years.
Objective of the Partnership
The objective of this PPP is to enhance diagnostic service delivery, research and teaching capacity in these public hospitals through private sector participation in the management, operation, and maintenance of CT scanner units. This model will promote efficiency, quality of care, sustainability, and access for all patients, particularly vulnerable populations as well as elite groups of patients.
Scope of Services
- Operations Management: Oversee day-to-day running of radiology unit including scheduling, patient flow, and record-keeping
- Maintenance and Servicing: Ensure regular preventive and corrective maintenance
- Human Resources: Recruit and manage support staff (technicians, data clerks, maintenance personnel)
- Revenue Collection: Implement electronic billing systems and issue receipts
- Consumables: Procure and manage inventory of consumables (e.g., contrast agents, films, PPE)
- Reporting: Submit monthly financial and operational reports to MoH.
- Client Satisfaction: Conduct regular client satisfaction surveys and address grievances
Submission Requirements
Interested parties are required to submit the following: - Cover Letter expressing interest and confirming willingness to engage in PPP.
- Company Profile including legal status, years in operation, and organizational structure.
- Relevant Experience (within the last 5 years), highlighting similar PPP or imaging management assignments.
- Staffing Plan outlining availability of technical teams.
- Preliminary Operational Plan and service delivery approach.
- Financial Capacity Statement with audited accounts or verifiable bank references.
- Certifications or licenses (if applicable).
- Any additional documents supporting the applicant’s technical or institutional capacity.
